Answer
Hi Tyler,

Cover could be most anything that a fish can use to hide.  It can be lily pads, logs, weeds, stumps, or rocks.  It can even be manmade items like docks, moored boats, swim rafts, and seawalls.  For bass fishing, your eyes are the best way to locate most of this shallow water cover.  The deeper stuff requires a locator.

As far as lures, you are right.  In warm or cloudy conditions, the fish will be active.  In that case, fast moving shallow water lures are great.  If the sun is high or a cold front has set in the fish get harder to catch.  In times like this you may have to work deeper or right into the cover.  In these conditions, you may have to work lures slower and right through the weeds.

If I had to beat some one in a Bass contest, there is one tactic that I would use day in and day out no matter what the weather.  Get a bag of 4" stick worms (Senko, Yum Dinger, Chompers, etc) and some 2/0 offset worm hooks.  Tie the hook on the line.  No weights.  Put the hook right through the center of the worm and cast it out near any cover, shallow or deep. Let it sink to the bottom.  lift a foot and let it sink to the bottom.  Repeat till you are away from the cover and reel it in and start over.  When the bass takes the worm you will see the line moving off or just jump a little.  Reel up the slack and set the hook.  It's called "wacky rigging".  Do a google search of wacky rigging and you will get a bunch of information.  It's my ace-in-the-hole!

Good luck and good fishing!
