Shakespeare Fishing Rod Line Issues: Preventing Line Salt and Loops

i just bought a new Shakespeare 5'0 pole...and whenever i put line on it...if there a little slack it all comes undone...Do i need smaller line..i have 17 Lbs

That is probably the problem. The heavier the line. the more "memory" it tends to have and loops are hard to handle.
That said, you still need to match your line to the fish you are after. If you really need 17# line, you may want to try a low-memory softer line like a Trilene XT.
Also, make sure that your reel is rated for that heavy of a line. If you try to put too heavy of a line on a small reel, those problems like you mention will develop.
