I'm sorry I can't be much of a help on this one.  I don't know anything about the Pigeon River.  I do recall an article that I read and I thought that it was more of a trout fishery.  Anyway, I do have a phone number for the fisheries manager for the TN Wildlife Resources Agency and they will be able to answer the specifics.  Their number is 615-781-6575.  Good fishing!
