on the green a player as a joke to test if his playing partners are looking  marks his ball 10 cm in front of his marker and the hole before he putts he replaces it at its correct place would placing his ball on his line of putt be considerd infringin rule 16-1

If the player places his ball 10 cm in front of his marker and doesn't pick up his marker and then places the ball correctly there would not be a penalty. If he picks up his marker prior to placing the ball correctly, there would be a penalty and the joke would be on him.
