slecting tee locations for a club with a range of are and handicaps

We are an informal travel group of about 40 players: playing weekly at various courses in central Maine.  Our players range in age from late forties to mid eighties and the handicaps range from single didgets to the early 30's.  As the pairing and game chairman, I am trying to reslove how to select which tees to use so that we challange the better (and younger) players and still make in fun for the rest of us.  My club in Fl uses a 100 rule, 75years old plus 25 index, my club here in Maine uses 70 plus 15 or just 75 years old.  Neither seems to be satisfactory to our members.  Any ideas?

I'm not sure what you mean by a 100 rules (75 years old plus 25 index). How does that allow you to select tees?

The handicap system tries to equalize abilities, but when there is such a large range, it's really hard to do from the same set of tees.
In order for all to enjoy, I would tee different handicap groups off different tees. The lows (longer hitters) would play off the longer tees and the highs would play off the shorter tees. Each tee box is rated differently. A player playing a longer tee would subtract a larger rating from their score to arrive at their net score.
