golf question

Question
two balls are in the same bunker,first player takes his shot.the second player rakes the bunker before he takes his shot. Is he allowed do this or is there a penalty

Hi and thank you for asking. A player who has a bunker shot yet to be hit CANNOT touch the sand with ANYTHING but his feet taking a natural stance, before the actual swing is taking place. There are no exceptions or excuses, unless you are digging around for a lost ball... then you simply have to replace the ball as it lay before you found it, even if it were buried an inch into the sand. The player who HAS hit the ball already can do whatever he wants.
