Ball touched after address


Question
If a ball is touched with the clubhead after the ball has been addressed and does not move has a rule been broken?  What if, in the same situation above, the ball oscillates and still doesn't move?  I'm using the USGA definition of move: A ball is deemed to have "moved" if it leaves its position and comes to rest in any other place.

Hi Chip:

No rule is broken.  Ball must move out of it's original position.  If it oscillates and does not move out of it's original position, no penalty.  One of the few rules in golf that is pretty black and white.  It either does or it doesn't.
