PGA Tour Qualification: Residency Requirements & How to Apply

If I live in Canada, can I participate in the qualifying school?

I have looked at the qualifying information and do not see any residency requirements invoved with attempting to qualify for the tour. If you go to http://i.cdn.turner.com/pgatour/.element/ssi/sect/3.0/qschool/qschool_applicatio... you can look at the 2008 application with all the requirements.
