Hypothetical situation: College game. Non-kicking situation, let's call it 2nd down. The center snaps the ball between the legs of the quarterback (who does not touch the ball) directly to the fullback several yards behind the quarterback. (1) Is this a legal snap?  (2) If not, what could be done (e.g., QB's hands not being positioned a certain way) so that such a snap would be legal?

Answer
This is not legal.  If a player is in position for a hand to hand snap, which simply means he is directly behind the snapper, he must receive the snap.  The penalty would be a dead ball snap infraction with a five yard penalty and the down would be repeated (it would work and look like a false start).  I hope this answers your question.
