how are u doing my name is Phillip.. and I'm 19 years old turning 20 in july I would like to know what scouts look for in a good Young CF???

I never reached the level of baseball where I had to worry about being scouted by the pros!  I am not sure what MLB scouts really look for.  It would differ from franchise to franchise, year to year.  For instance, if a team missed making the playoffs one year because they had no real homerun hitting outfielders one year, they might be searching and scouting for a big, strong, homerun prospect.  But maybe they are looking for a base-stealing enterfielder one year.  Maybe they need to find more lefty hitters one year.  I am sure it could change from city to city.  Have you ever been approached by an agent?  Perhaps a sports agent would have a better answer as to how to market a player's skills to the MLB level.

In general, I would say that an outfielder must be a hitter.  There have been infielders in the Major Leagues who had long careers because they played great defense--even if they were weak hitters, but not outfielders.  Major League scouts probably look for solid hitters, first and foremost, but I am sure they also pay attention to an outfielders' glove, his arm, his power.  Speed is also noticed, especially if an outfielder is a really good basestealer, but there are many slower players in left and rightfield in MLB.  Outfielders are only involved in three or four plays per game, so they are mainly known for their bats.
