College Football: What Happens When a Punt is Blocked?

College football...it is 4th down and the punt in blocked, if the "non-kicking team" picks up the punt behind the line of scrimmage, can they advance the ball?

Yes the ball may be recovered by either team and advanced.  The defensive team /recieving team may adbance the ball whether it is behind or beyond the line.  The kicking team may only advance the kick if the ball had never gone beyond the line of scrimmage.
