Dead ball fouls


Question
If a false start or encroachment (defense crossing neutral zone and makes contact) occurs, the play is whistled dead and penalty enforced without snapping the ball.  What other fouls on the offense would blow the whistle before the snap?  Examples: neutral zone violation, illegal formation, illegal shift (not being set for one second).

Note: Per NCAA Play Situation Bulletin #1 dated 7/21/04 only Team A is subject to notification and 15 yard unsportsmanlike penalty. Team B will never be assessed a 15 yard unsportsmanlike penalty. All fouls by Team B are to be 5 yard delay of game fouls.
