Shootout Eligibility After Penalty in Overtime (OT)

Question
A player is penalized in OT. OT ends and the penalized player still has time left in his penalty.  Can that player participate in the shootout portion of OT

Good Morning,

If a player still has time left on his penalty at the end of OT, then the player is not elegible to participate in the shootout, even if the whole team ends up going in the shootout, he can still not participate as technically he is still in the box.
