Legal Pitching Motion: Dropping the Ball Hand and Hip Positioning

I noticed a lot of pitchers at the begining of their wind-up will drop their ball hand pass there hip and then forward pass there hip again at the start the windmill and then pass there hip coming around the second time. Is that an illegal pitch? Or is it two swings passs the hips before windmill thats illeagle.

Hi Edward,
the pitch begins when the hands separate after coming together. A pitcher is allowed to drop their arm to the side and back before beginning the windmill...so it's a legal pitch. You cannot make another revolution after releasing the ball is illegal.
