Softball Rules: Can a Batter Steal on a 4th Ball?

when a batter is awarded first base on 4 th ball, are they allowed to steal second base if the ball is still in play ? the reason i ask is in our games, 4 th ball is often dropped base runner is stealing and catcher tries to throw them out, our coaches send the runner awarded first on balls to steal second. i am told im nuts to think thats incorrect. am i nuts?

As to your understanding of this play, unfortunately you are incorrect. The ball is live and the b-r may attempt to steal 2nd.
IT USED TO be that a b-r in this age group couldn't advance past 1st base on a bb but that no longer is true, so that's probably what you were thinking.
