Question
Baserunner on first, grounder to first baseman.

Runner stays on bag, first baseman fields ball and steps on first.  THEN he tags the runner.

Batter is out, but can the runner now stay on first since the batter is out and no longer eligible to displace the baserunner?

Good morning Dan,

A force out happens when a runner is no longer legally entitled to the base they occupy.

In this case had the runner been tagged first, even while standing on the base and then the bag stepped on you would have a double play.  But that didn't happen and by F3 stepping on the bag first it removes the force and R1 is once again entitled to the base.  So you only get one out.
