Golf Stroke Allocation with Plus Handicaps: Best Practices

Question
what is the best way to figure out the strokes when a player in the group is a plus handicap ?
say player A is a +3
          B is a 3
          C is a 5
          D is a 7

should player A ( +3 ) give back on the 3 easiest holes and the other players get there usual strokes where they fall. or should the other players get 3 extra shots ?

Answer
Hi Mike:

Either way.  In tournaments, Player A would have to give back those shots.  But for betting purposes within your group, it wouldn't matter how you did it.  Since most matches are contested as match play, I would think Player A would give back a shot on the 3 easiest handicapped holes.  If you were only playing stroke play, then the reverse would hold true.
