This is a lure made by Shakespeare. Its a #44 underwater minnow, collectors call this style lure a "5 hook minnow" - many companies made this basic design. The side hooks are secured by "see thru plate" hardware. A wire version of the plate was patented in 1904 by Fred Rhodes. Rhodes sold patent rights to Shakespeare. Your lure is ca 1918 (third generation of this product).

Unfortunately, your lures paint is in rough condition, greatly lowering the value.

keep me in mind if you come accross any early home made lures.
