Well the best time to fish is a tough question. Like people fish do not have a time table but there are times when people catch more fish. Normally around the Full moon or the new moon phase fishing is best, but like a great philospher once said, any time you can go is a good time.
As for what minnows eat, most will eat algae or phytoplankton a very small plant in the water.
