Fair Quota Points Games: Addressing 3s vs. 4s Advantage

Our group is having a problem when we have a mixture of 3's and 4's playing quota points against each other. Do you think the threesomes have an advantage? If so what is the best thing to do to make it fair? We pick the teams with an "a b c d " player and total the points for each group to determine the winners. We do not use negatives for double bogie. I suggested we pick a player randomly from the 4's to make all 3's and not count his points for the team but I am not getting any support for this solution. What do you think?

Yes, the 3s have an advantage, although very slight.
To equalize, you can either randomly withdraw one player from the group of 4 OR calculate the average number of points per player.
eg. Team of 3 : total 100 points/3 = 33.3 points per player WINNER
Team of 4 : total 130 points/3 = 32.5 points per player
