Understanding Quota Tournament Scoring with Negative Values

Our group of 24 has an annual group championship. The prior year winner gets to pick the format (stroke, match, quota, etc). This year A quota format has been chosen, but a new wrinkle was added in points
They are using 1-2-4-8 scoring for bogey-par-birdie- eagle, but they are also counting a double bogey as -2 (minus two)> Obviously this hurts unfairly the higher handicapping.
Has anyone ever seen quota played with -2 for doubles? Has anyone ever seen this scoring format used in a tournament. Our group's handicaps run from a 4 to 16. I just do not see this as a fair tournament. Your thoughts?

Hi Larry,
It's common to have negative scoring for bad holes in such a format. Going from +1 to -2, however, is a 3 point leap. I would suggest -1 for a double and -2 for anything worse.
Or, you could base everything on the NET hole score:
net DOUBLE -2
net BOGIE 0
net PAR 1
net BIRDIE 3
net EAGLE 5
etc.
In this format, 18 points is a good score (18 pars).
