Golf Skins Game Payouts for Scholarship Fund: Best Practices

We are having a golf outing for scholarships and we have a difference of opinion in regards to the skins game.  Should we payout 100% to the golfers since this is there gambeling money?  The other opinion is that we should only payout 50 % since it is for scholarships?

3) Where is the scholarship money coming from if it doesn't come from the skins game?
