Marking you ball on the green

Question
A golfer started to address the ball to putt,  I didn't mark my ball she hit me.I got a penalty stoke she didn't.  Is that the rule.

Hello Ricki:  If you had not BOTH grounded your putter behind the ball and taken your stance, you had not addressed the ball.  Therefore, if you didn't cause your ball to move, no matter what or who did, you would not be penalized.  The other player would also NOT be penalized.
