Ball marker moved

Question
The ball is marked on the green. The putter is used to press the marker down, but sticks to the bottom of the putter and then drops off some distance away. Where is the ball placed to play the next shot and is there any penalty?
Thank you

Answer
Hi, rule 20-1, pg 86 of rule book states "if a ball or ball marker is accidentally MOVED in the process of lifting the ball under a RULE or marking its position, the ball marker must be replaced. There is no penalty, provided the movement of the ball or ball marker is directly attributable to the specific act of marking the position of or lifting the ball. Otherwise THE PLAYER INCURS A PENALTY OF ONE STROKE under this rule or rule 18-2a." so i guess as you were tapping it down and not actually marking the ball at the time, you have to decide with your playing partner where best to replace it and you will incur a one stroke penalty.
