using kickboard & not moving

Thank you for your time.
I have a 11yr old - 1st year on school swim team, she is the slowest swimmer but can swim.  When using the kickboard she hardly moves. So, I'm wondering if that's why her speed is the slowest because she is getting movement through her arms along.  Coach says she is stumped because her form looks just fine when kicking.  History that may be related: Extremely flat footed and feet turn outward when walking (because of how legs set at the hips).  Coach is GUESSING maybe physical therapy.  My question is PT for what?  Has anyone ever heard of this problem?  Is there an exercise she can do to strengthen form?  Do I need private lessons?  Swimming is the only physical activity she gets due to required standing (flat feet) required for all other sports.  Any direction you can send my way in Dallas,TX would be appreciated.

First off let me apologize for the delayed answer.. I was in a wedding out of town without computer access. Let me begin by stating that I would not think that your child needs physical therapy since I am pigeon toes and besides not being to do the breast stroke I obviously did well. I would check into breast stroke above other strokes because having feet turned out is what gives speed in that stroke. As far as like freestyle goes I would say you need an instructor who can jump in the water with her and move along side her as she swims to work on techniques.. sometimes teaching poolside is not the strongest way. I have no experience in the field of physical therapy besides my own experiences with my shoulder injury so I can not be very specific as to how you should go about working on your daughters kick if the coaches seem to think her forms looks well besides what I have already mentioned. I hope this helps a little and I apologize for not being able to help more.
