I believe you are referring to Carlos Rocha, who feuded with The Sheik at the Maple Leaf Gardens in 1972, the promotion's feud of the year. It was very popular as a feud, drawing three consecutive sell-outs on one occasion, including a match between the two that drew the most for the year at 18,000- which is around the highest attendance the promotion ever had. It is hard to tell since not all the shows reported attendances, which are not 100% accurate anyway.

Carlos Rocha was born in Portugal but for most of his life lived in Canada. He had a technical style, had The Dropkick as a finisher and called himself "The Portuguese Champion." He also worked in the WWE, then the WWF, for about six months in 1977. He made his Maple Leaf Gardens debut in 1971, on October 17th, defeating Don Serrano.
