fielders balk

QUESTION: is there such a thing as fielders balk?

I keep getting this from a coach in the dixie baseball league and I dont rememeber or heard about it.

I have also searched for such a rule but have not found it.

ANSWER: A balk is an illegal pitch with a runner on base which entitles all runners excluding the batter to move up one base.  There are many, many ways to balk, but all must be done by the pitcher.  With that being said, the coach either doesn't have a clue what he's talking about (likely at this level) or he's seeing something else and calling it by the wrong name.  Between innings, I would ask him to explain what he's talking about and see if maybe he's just mislabeling something.

QUESTION: Thank you for your responds.
What the coach considers as a fielders balk is when the pitcher throws the ball to first or third base with a runner on but the first or third baseman has one foot in fair territory while the other foot is in foul territory ( foot is pass the chalk line). Again to my small knowledge of baseball I have never hear of this but please could you validate this for me.

Ok, I see what he is saying.  The rule (1-1-4 or in the HS rule book or 4.03 in the college one) requires that all defensive players except the catcher be in fair territory at the time of pitch.  By definition, at least one foot must be in fair territory to comply with this rule.  Here is the high school rule:

Rule 1-1 Art. 4 At the time of the pitch, all fielders shall be on fail ground except the catcher who shall be in the catcher's box. A fielder is in fair ground when at least ONE foot is touching fair ground.

Consequently, there is no balk.  If the fielder were to have both feet completely outside of fair territory with a runner on base, that would be a balk.
