LL Baseball - ALL STAR Eligibility

One of my player (MAJORS - 12 years old) had gone to play baseball tournament in Cooperstown, NY this summer and he missed 7 games out of 17 (our regular season games).
60% X 17 and then divide by 100 gives him = 10.2 games, mathematical convention would be to round down, which makes it 10 games and then it should be eligible to play. The district manager is saying it should round up to 11 games and  he is not eligible to play in ALL STAR.  Please provide your feedback and how to handle the 60% scenario with odd numbers of games.
