Returning to base after foul ball.

In a little league game Junior division, umpire called runner on second base out after foul ball for not going back and touching base.Is that the correct call, and if so , under which rule. Thank you, Jim

To be honest I dont know if that is a rule or not.I know that no other league has that rule.I have never heard of it called before.I guess when I was growing up they made you so afraid of being called out if you didn't go back and touch the base but I don't know if that is a rule.
