I have two questions:
Can a non starter or sub pitch?
When running through first on an infield grounder, must you tail off to the left?

Brian,

Question #1: Yes, anyone who is eligible (based on rest rules) may pitch in a game.  There is no restrictions on non-starters or subs.

Question #2: No, you are not required to tail off in foul territory or even fair territory.  The rule reads if "a player makes an attempt to advance" to second base, then they are liable to be put out.  So if the runner makes a step or movement (in my judgement as an umpire) like she is trying to advance, then she can be put out.  Otherwise, she can turn and must return immediately to 1st base.
