Batter Hits Runner on Base: Live Ball or Dead Ball?

We had a situation were there was a runner on second and first with 1 out. The batter hit the ball and hit the first base runners foot while he was on the base. Is the ball live or dead? Nobody ran so the other team tagged the first base runner and then stepped on first base. So it was called a double play.

The base offers no protection from a hit fair ball. Basically what that means is that when a batter is hit by a batter fair ball while IN FAIR TERRITORY, whether he is on the base or off the base, the runner is out, the ball is dead immediately, and the batter is awarded first base.
