Speed comes from strength in your legs. Push/drive in your legs builds your speed. Drills I have taught and used to build speed are: hill sprints - find a hill in your area and run up it as fast as you can, pushing hard with each leg, making sure to keep your body/arms under control. Parachute- Purchase a parachute and run wind sprints. Squats also help build leg strength.
Most speed is natural. I will let you in on what I know about receivers. A receiver that can run good routes does not have to be fast. Quickness is more important. A receiver that goes into his route, makes a quick move and gains instant separation, normally does that because he is quick. The ability to come out of cuts with a quick burst is almost defenseless. Speed is built up over distance, quickness is a sudden explosion. The other key to this is precise route running. Those who carefully studied Jerry Rice say the same thing, " The first 3 to 5 steps of every route by Jerry looks the same." So you could never really tell what he was going to do.
