Team A lines up on the right hash for a field goal attempt.  The line of scrimmage is the 35.  The kicked shanks the kick and the ball goes out of bounds on the 30.

The ref spots the ball on the 20.  Team B claims the ball should be spotted where the ball went out of bounds.

The ref claims any missed field goal in high school, the ball is placed on the 20.

Should team B be given the ball at the spot where it went out of bounds.

Yes, they should.  High school is little different than college and pro in that a field goal and punt both function entirely the same way as scrimmage kicks, or in other words a field goal causes the same things to happen if the ball had been punted instead of place kicked.  Just like with a punt, one the ball breaks the plane of the end zone, it is a touchback (unless the field goal is made of course).  If the ball stops on the 2 yard line and is downed or declared dead, the the ball will be spotted an that the 2.  And in this case if the ball goes out of bounds at the 30, it should be spotted at the 30.
