If the outfielder catches the ball over the fence and she also goes over the fence, is it counted as a home run or an out?

good question
the fence is an extension of the field making it legal for a player to climb and make the catch.
If they catch the ball BEFORE they touch the ground outside the fence it is a legal catch, batter is out, dead ball and if less than 2 outs any runners are awarded 1 base.
If the catch the ball after they touch the ground outside the fence it is not a catch and if fair would be a home run.
