your lure is a South Bend Surf-Oreno. Its a later model with tack eyes (before WW2, glass eyes from Germany were used). Unfortunately its in poor condition, so its value is ~$2-5.

A better photo of the lure will help. If the metal keel wraps around both sides of the body, I think its a Bass Bird made by JJ Gill & Associates in Huntington Park, CA. They date from 1946 and later. The value would be $15-25 due to the condition.
