boat rod restoration

Question
I have an old Chesapeake split cane bamboo boat rod.I would like to restore it. My question is , Can the entire rod(handle, reel seat and forgive me I do not know the proper name, tube that the two pieces fit into, be removed to be replaced ? These are the parts that are really beat up. The cane has not a crack or slit.
Thank you for any help you can offer. I do intend to someday use this rod.

If the tube is under the reel seat , it is called a reel seat insert.
But yes you can pull the reel seat , handle and insert - I use low heat (heat gun or tea kettle) to weaken the glue , then pull with leather gloves. The insert may be  in good shape but at the very least you need it's measurements to reproduce it.
