Question
I have fished fresh water a lot but I know almost nothing about salt water. What would be a good rig (I prefer spinning tackle) for this area? I want to catch a good eating fish of decent size. What type lures for this area? What type live bait is best? What is best? Thanks, Mark.

Sorry, but I have not fished that area.  However, I do a great deal of both fresh and salt water fishing, and the similarities are far greater than the differences.  In fact, almost everything you do and use in fresh water fishing has a very similar counterpart in salt water fishing.  Virtually every lure, rig, or method you use in fresh water will work in salt.  It is just a matter of targeting the particular species of fish that behaves in a similar manner to the fresh water fish you normally catch.  You do not indicate the type of fishing you have done, so I really cannot tell you how to use that same equipment and method in the salt, but I assure you that you can.  May I suggest you contact a local bait and tackle shop where you intend to be fishing and ask about the specific fish and methods used.  Whatever the locals do to catch fish in PR, chances are the same gear and technique is being used on some lake, steam, river or other body of fresh water.
