Drop from lateral water hazard into sand?

Question
I play a hole where the right side of the hole is a water hazard bordered by a sand trap (No grass in between).  If I want to drop two club lengths from the point of entry, am I required to drop in the sand?

Hi there... sorry I thought I had answered this, but no you are not allowed to make any drop in another hazard.  Rough is ok, fairway or green is ok, but not bunkers or water hazards or any area inside the red or yellow lines.
