Golf Rules: Re-teeing from a Lateral Hazard Off the Tee - 1 Stroke Penalty

If your ball enters a lateral hazard (water) off the tee, can you re-tee from the same spot on the tee with a 0ne stroke penalty or do you incur a 2 stroke penalty when you re-tee.

Jim,
If you hit the second ball from the tee box you would have incur a one shot penalty. You obviously lose the distance when you use this option. The stroke you would be hitting would be three.
