Question
Your Question was:

13-15 yr olds fast pitch. Can a pitcher double dip prior to starting her pitch rotation, both feet stay on the plate during dipping motion. Some say its legal as long as her feet stay in place and some consider it a balk.

Because Hi Virgie,

I don't understand double dip?

she basically rocks two times before starting her pitching motion.

Because I would have to see it but if she doesn't lift her foot off the pivot plate and she does it before she before she begins her delivery it is ok.  She cannot make a stop or reversal of the forward motion after seperating her hands

Answer
Hi Virgie,

This question landed in my box, but appears to already of been answered by Mark.  I will add that in USSSA rules the pitch is deemed as "started" when one hand leaves the ball or any motion which is considered part of the windup which starts after the hands have been brought together.(that is questionable here)

Rule 7G in USSSA rule book states that no motion shall be made without immediately delivering the ball to the batter.  I'd have to agree with Mark, without seeing you pitch, it's very hard to say for sure if what you are doing is legal.  For the sake of not complicating your future, I'd get with your pitching coach and try to eliminate the "double dip" from your delivery.
