according to rule 8.05 of the 2006 ll williamsport rule book, a pitcher must release the pitch while her foot is in contact with the pitching plate.. if the foot comes off the rubber, and the ball is then released, it is considered an illegal pitch...some people seem to think that she can release the ball while she is dragging her foot and obviously off the rubber...this is 12/10 and under little league williamsport softball...this has nothing to do with the crow hop.....also,
while on base, the runner must wait to steal once the ball reaches the batter..if they leave too soon, the runner is out and the ball is dead...  what happens if the batter hits the ball while the runner leaves too soon and reaches first base safeley?  is that other runner still out or what happens?  thank-you

Thanks for the question!

In regards to your first part of the question, I don't see where you've asked me a question.  If you got the book in front of you, then you've got it right.  From an umpire point of view, most fans, coaches, and players are idiots.  Most do not know the rules of the game they play, watch or coach.  Though sometimes what's in the book and what is called are different.  How many times in the major leagues do you see the firstman pull his foot before the ball gets there and the runner still called out.  

Part two, you've answered your own question.  Once the ball is dead, nothing can happen!  Whether or not they hit is ball is irrelevant.  The ball is dead, the pitch is called a No Pitch, and the runner is out.  You go back to the count before the out occurred, like nothing except the out happened.  You can't punish the batter for what the runner did.  In ASA, NFHS (High School Federation), and NCAA fast pitch they can leave the base as soon as the ball is released by the pitcher to the plate.
