Good Day!

There are a couple different ways to tape up the shin pads. THE MOST COMMON WAY is do one or two rounds of tape just below the knee, and then one or two rounds just above the skate boot. You do not want to put any above the knee - this will cut blood circulation.

A garter belt is usually used to hold up the upper part of your socks...
