From an equipment point of view. There are only regulation on the construction of the putter. meaning, the striking area of an iron and the requirements for a putter or chipper. Not on its use.

I was watching the masters and watched a pro tap in with the back of the putter.  So, I can see no real reason, from a rules perspective, why you could not use the putter as above.
