hi ive just sold a little boat to a mate and i think its called the pisser where the water comes out of the engine is not working like steam just comes out

The symptom indicates the likelihood the impeller has deteriorated to the extent it is no longer functioning properly. It acts like a pump to draw fresh water from the lower unit up to the powerhead to cool it. The impeller is usually made of rubber or a neoprene composition, and the blades wear down or actually break off. If you can't do it yourself, I recommend you take the engine to a qualified and reliable marine mechanic for service.
