What age children must wear Life jacket when on open deck vessels?

Under Australian Standards children under 12 months age must wear the appropriate life jacket at all times while on the open deck of any recreational vessel whether underway or at anchor unless inboard of fixed shelter which completely shields from the elements e.g. inside the cuddy cabin of a runabout or enclosed boat cabin
