Why Does a Horse Race Without Betting?

what causes a situation where there is a horse in a race but there is  no betting on him, he is only running for the purse ?

hi  well with thoroughbreds , if a horse is runing in a race and there is no betting on that horse, then no one thinks he will win and doesn't want to waste their money. anyhow the horses is still reuuning for part of the purse

MAYBE I DIDN'T MAKE THE QUESTION CLEAR ENOUGH,  I MEAN A CASE WHERE THE TRACK DOES NOT ALLOW WAGERING ON  A PARTICULAR HORSE IN THE RACE ,NOT FAN INTEREST

HI , WELL I HAVE BEEN AROUND RACE TRACKS FOR MANY YEARS AND HAVE NEVER SEEN WHAT YOU ARE ASKING ABOUT.IF A HORSE IS ENTERED TO RUN IN A RACE , THEN THE PUBLIC IS ALLOWED TO BET HIM.IF HE IS SCRATCHED , THEN THE TRACK WILL REFUND YOUR BETS. I HAVE NEVER SEEN ANY RACE WHERE THERE WAS NO BETTING ON A PARTICULAR HORSE.  HOPE THAT HELPS YOU OUT  THANKS ED HESS
