interested in taking up jogging/running

Question
I am a 23 year old, fairly unfit, female.  I am interested in becoming more fit and taking up running.  One of my fitness goals is to be able to run 2 miles in less than 16 minutes.  Do you have any suggestions for training?  Or how to get started?  I've tried jogging on a treadmill...I can jog a mile or so, VERY SLOWLY, and then I'm out of breath.  I've tried running outside, but can't seem to regulate my speed so that I can go as far as I go on the treadmill and usually end up out of breath, panting on the ground after a few feet.  Do you have any running/jogging suggestions that will help me?  Also, I've been told many different things by different people in regards to how often I should go running/jogging/fast walking.  Some say every day.  Others say every other day.  Which should I do?  Help please!

I WOULD DO SOME WORKOUTS MADE UP TO MUSIC AT HOME INSIDE ALSO.
YOU NEED TO EXPAND YOUR LUNGS, STRONG HEART, ETC.
WHEN YOU JOG, WHY NOT START BY JUST BRISK WALKING?
GO AS LONG AND FAST AS U CAN WITH ARMS FLYING AT YOUR SIDES.
DO THIS FOR AS LONG AS IT TAKES TO BUILD UP YOUR LUNGS, STAMINA THAT YOU CAN BREATE AND TALK TO SOME BODY WITHOUT BEING OUT OF BREATH.
I DO NOT BELIEVE IN JUST GOING OUT AND START TO JOG OR RUN.
I ALWAYS STARTED MYSELF INSIDE BY WORKING HARD, THEN BRISK WALKING UNTIL I WOULD NOT GET OUT OF BREATH WHEN TALKING OR STOPPING.
U MUST SLOWLY BUILD YOUR STAMINA, THEN START TO RUN OR JOG, BUT IT WILL TAKE TIME AND I FEEL EVERY OTHER DAY IS PLENTY TO DO ANY EXERCISE, MUSCLES NEED A REST ALSO.
U CAN GET SO FIT BY TAKING YOUR TIME AND WORKING BEING HIGHLY DEDICATED TO DOING THIS, SET GOALS, AND WORK TO ACHIEVE THEM.
IF U HAVE NO GOALS, U WILL NOT WORK HARD.  WHATEVER IT TAKES TO REACH THEM, AND DO TWENTY MINUTE WARM UP AND COOL DOWNS, DO CRUNCHES AND SITS AT HOME ALSO.  HAVE A TIGHT WASH BOARD TUMMY NEVER HURTS IN ANY FORM OF EXERCISE.
DO PUNCHES, KICKS, JUMPING JACKS AT HOME, PUT YOUR TOES UNDER A CHAIR AND GO TO WORK.  DO SETS DAILY OF THESE, SMALL ONES TO FULL SITS.  GOOD LUCK AND U CAN DO THIS.
