Question
can you tell me which certifications are acceptable for indoor/outdoor rock climbing instructors n USA?  have you heard of the UK SPC ( single pitch climbing) certificate? I believe it is their most elementary qualification.  Thanks

Answer
I am unaware of any state wide or nation wide certification involving requirements for indoor rock climbing instructors.  Most climbing gyms set their own standards as far as the level at which their instructors are required to be.
As for climbing out of doors, AMGA has a variety of levels of guide instructor, all of which are extremely rigorous in their requirements.  If an individual has an AMGA guide certification, that person is extremely experianced in climbing.  For more information, try to contact American Mountain Guides Association directly.
I am completely unfamiliar with any European certifications of any kind.  All I know is that they are more into regulation of the sport of climbing than Americans.
