I am an avid target pistol shooter. I am interested in buying a rifle to take advantage of my clubs 100 and 200 yard ranges. I was think of getting a .223 bolt action because the ammo is very affordable. whats your opinion?

For strictly range shooting I don't hunt) what's your gun of choice?

Hi,
I would actually suggest not a bolt action but Colt HBAR
or Bushmaster XM-15 with a 20 inch barrel. They used in service rifle and other matches at 200, 300 & 600 yard targets with iron sites.  They very accurate.
Plus the uppers swap out easily so you have a scoped flat top or tradition iron sites.

If your thinking more a hunting type bolt action,
The Remington 700,  The Ruger 77 and Winchester Model 70 are is still the most accurate out of the box.  
They are roughly equal.

The best value is the
Savage model 115 or 116.
If your thinking of a heavy barreled rifle the Savage Model 12 Varmit series is excellent as the Remington XR-100 Rangemaster.

If your thinking of a bench rest rifle or a free rifle I'd have a local gunsmith build you one on a mauser style action, with a  Timmeny trigger and  a Krieger or Douglas heavy barrel.

Answer
You will need an adjustable trigger if you intend to shoot bench rest. This does not have one.
It also not a heavy barrel.
Its a hunting rifle.
To shoot bench rest you will need a trigger job that will make dangerously light trigger pull for anything but bench rest shooting unless you replace the entire trigger group with an adjustable trigger.
The 799 is brand new so I have heard no buzz on them.
They not made by Remington just imported.
The actual manufacturer is Zastava of Serbia.
For a short time they were imported by Charles Daly.
I do not know how they compare with the CZ made Mausers which sell for $200 more.
I will say Remington really doesn't sell junk.
I'd get the Savage with the adjustable accu-trigger system.
