I have my father's Westernfield SB-300E 20 gauge. It has "A549389" "Selected Forge Steel 7X proof tested" 20 gauge - 3"" on it. can you tell me what this is worth for re-sale. also, any laws preventing the private sale of this gun from one indivdual to another?

All fifty states have their own firearms laws governing to whom and how guns can be sold. As far as federal law goes, as long as you do not sell it to someone who resides outside of the state you reside in, nor to someone you know to be ineligible to possess a firearm, there are no federal laws that would prohibit the private sale of the firearm.
